6.2           19/02127/FULL.  Land to South of Carlingwark, Clayhidon.  Change of use of agricultural land for the erection of a dwelling with associated garden area and access, formation of ponds, and creation of access track (Revised Scheme).  Discharge of conditions.

5.1       Clayhidon sign –

PROPOSAL:  Mr Blackmore will liaise with the parishioner who kindly volunteered to repaint the old sign and clerk to obtain price for an additional new sign and posts for the other side of the pub.

8.          Clerk Update 

8.1      The clerk highlighted the Blackdown Hills Challenge Fund.  Councillors will consider if they have any potential projects they might wish to submit by the closing date of 17th September.

8.2      Mr Houghton has identified several projects which may be eligible for funding from the Highways Community Enhancement Fund (fingerpost at Wiltown and fencing at Lilycombe).  Clerk will submit applications.

9.         County Council Report 

Councillor Radford circulated the following report before the meeting:-

DCC is having face to face meetings where decisions have to be made, but still having to respect COVID and social distancing etc.  We are advised to attend virtually where we do not require to make decisions.

 

DCC has shown a modest underspend of £35k on a business with a turnover of approaching £1.5bn. We have put money into reserves and carry forward funds for projects and services impacted by the pandemic.

 

We want to see more people entering and remaining in the caring workforce.  There is some great work taking place across Devon to identify and support unpaid carers that is positively impacting their lives. We want to champion this and the many unpaid carers doing so much. It’s vital we provide the support and breaks they need to continue to care for their loved ones.

 

In March, the government announced a new National Bus Strategy – Bus back better – GOV.UK (www.gov.uk).Alongside the delivery of this strategy, Devon County Council has committed to working with our local bus operators to form an Enhanced Partnership by April 2022. We have met recently with Stagecoach about this and to understand their vison for the future.

Leader of Devon County Council, Councillor John Hart, has been re-elected as the voice of the South West. He was voted in unopposed as the chairman of South West Councils for a fifth two-year term. 

The organisation represents 33 county, unitary and district councils stretching from Cornwall to Gloucestershire and Wiltshire as well as police, fire and rescue services, national parks and town and parish councils.

Councillor John Hart said:  “We need to present a united front to the government to ensure we do not remain the poor relation when it comes to funding and that we get a fair share of cash for levelling-up.

“We have worked hard to support the region and been particularly active in lobbying to improve the resilience of our road and rail network.

“We need to improve the supply of affordable housing for our young families who are often priced out of buying a home where they grew up. And we have to move swiftly to ensure that the professionals we are seeking to attract here like nurses, teachers and social workers can find suitable accommodation.

“The South West has long been the poor relation when it comes to funding.

“I will continue to work with councils of all political colours across the region to be a voice for the South West in Westminster and Whitehall and to campaign for a fair deal for local people.”

We are expecting further details from the Secretary of State for Housing, Communities and Local Government, Robert Jenrick, on the Levelling Up and pilot Community Renewal funds in the coming weeks. The LEP was pleased to support CRF bids for Devon, Torbay, Somerset and Plymouth as well a number of bids to the Levelling Up fund.

11.       Highways 

Nothing to report.

12.       Footpaths 

12.1    Mr Bendle and Mr Brown met on site to discuss issues raised with regard to the ongoing maintenance of a footpath near Kingsmead.  It was noted that there is no requirement to clear the footpath.  It is clear and does not need attention.

13.       Connecting the Culm 

A group of volunteers has been pulling Himalayan Balsam in the parish and beyond but has to stop now as the plants are about to seed. The group is identifying hotspots of the plant for work next year.  Mrs Weekes will bring a map of the parish along to the John Griss Charity Open Day so people can help out by putting red dots on outbreaks. Obviously, the volunteers need landowners’ consent.

The clerk will arrange a meeting between the old and new trustees.

17.1    The grass has been cut at Garlands Bower.  The pc is happy for the church to use the field for occasional events.
