Council Meeting – 8th November 2021

Four new building projects in Clayhidon are up for discussion by the parish council at its meeting in the parish hall on Monday November 8. They are:

  • Bar Park – a revision to plans to convert a redundant farm building  plus erection of two outbuildings;
  • Foxhayes – replacement guest house following demolition of farm building;
  • Crockers Farm – conversion of a barn to a holiday let with kitchen extension;
  • South View, Rosemary Lane – extensions to the side and rear.

The meeting starts at 7.30pm and is open to the press and the public.

Clayhidon Parish Hall has an NHS QR code to support test and trace and attendees are encouraged to register using this app – anyone without access to the app must register attendance with the Parish Clerk. The Clerk will not provide any papers – the agenda is available electronically and individuals that wish to refer to the agenda must do so via their own device or bring their own printed copy which must be taken away by the individual at the end of the meeting. Do not share items such as devices or pens. Attendees should maintain a degree of social distancing where practical including seating arrangements. The wearing of face masks is advised upon arrival and exit and whilst moving around the hall.

Agenda item 4.2 – Mr Blackmore declared a personal interest as he knows the applicant.

Planning application considered for:-

4.1        21/00239/FULL.  Change of use of redundant agricultural building to dwelling (Revised Scheme) and erection of 2 outbuildings.  Barpark, Clayhidon.

Comments made included:- there is no existing sewerage treatment plant, the proposed garage is large, the site regularly floods and concerns were raised over how the proposed development, including a new track, will impact on the flood water.

PROPOSAL:  The council makes a site visit before reaching a conclusion.

PROPOSED:  Mr Kidner

Clerk will arrange the site visit and seek confirmation of the last date on which comments may be submitted to MDDC.

4.2           21/01857/FULL.  Erection of replacement guest house (use Class C1) following demolition of agricultural building.  Foxhayes, Clayhidon.

PROPOSAL:  The council makes a site visit before reaching a conclusion.

PROPOSED:  Mr Kidner

The applicant attended the meeting and gave the pc permission to access the site. Clerk will seek confirmation of the last date on which comments may be submitted to MDDC.

PROPOSAL:  The council is content with the application but would like it to be developed sympathetically, taking into account its heritage.

5.           Items raised by Chairman 

5.1       Mr Bendle updated councillors on the recent MDDC planning committee meeting at which  Poacher’s Rest planning permission was granted .  A discussion ensued and District Councillor Clist was asked to convey to MDDC the pc’s disappointment and ask that a formal review of the application be conducted.  The pc believes that mistakes were made by the planning officer and lessons should be learned.  It should be noted that one of the planning conditions is:-  That within 5 working days of a request in writing by the Local Planning Authority, a business statement for that current financial year shall be produced and made available for inspection by the Local Planning authority. Such a report would include separate statements for the different business(es) in situ at the application site and the current gross and not profit and/or losses and the year-end forecast of gross and net profit and/or losses. Where it can be demonstrated that the business(es) is no longer viable the use shall be permanently discontinued, the hereby approved worker’s dwelling removed, and the land restored to its former state within 3 months of the date of the said inspection.     

5.2        Mr Bendle will liaise with the Highways neighbourhood officer, Dan Wood, with regard to a series of road problems in the parish and will report back.

5.3        Remembrance Sunday at St Andrews at 11am Sunday 14th November.
