A meeting of Clayhidon Parish Council is to be held at the Parish Hall on Monday 5th December at 7.30pm.  The meeting is open to the press and the public.

2.            Declarations of Interest 

Agenda item 6.1 – Mr Drew has a pecuniary interest as he is the applicant.  He will leave the room when this item is discussed.

3.            Minutes of meeting 

PROPOSAL:  The council minutes of the meeting of 10th October are approved.

4.            Public Participation 

4.1      Several members of the public asked for an update on enforcement matters in the parish.  District Councillor Clist assured the parishioners he has reported the various cases and they are being progressed.  The clerk was asked to write to MDDC Enforcement reiterating the issues that Councillor Clist has reported.

4.2      A member of the public informed the pc that a case previously reported to Enforcement was incorrectly reported as the person concerned does comply with the agricultural occupancy condition.  Clerk to inform Enforcement and ask them to close the case.

5.            Matters Arising 

5.1       Hidon Woods – Mr King is hoping to speak with a forestry company over Christmas and will report back.

5.2       Clerk Pay – Mr Kidner and clerk conducted a job evaluation.

PROPOSAL:  The parish clerk role is graded LC2.  The clerk is paid at level SCP 18.  With immediate effect.

5.3       MDDC – it was agreed that a letter will be sent to MDDC planning department expressing the pc’s disappointment with its handling of certain planning applications and enforcement matters in the parish.

8.          Schedule of Meetings 2023

9.          Clerk Update 

9.1     The clerk asked if the pc wanted to back up its website for £100 per annum, a service provided by the company that designed and created the website.  The pc declined the offer.

9.2     The clerk asked the pc to clarify which type of tree it wanted to request from Devon Wildlife Trust.  It was agreed to request a hornbeam.

10.   County Council Update 

Nothing to report.

 
11.       District Council Update 

District Councillor Clist reported:-

Set against a backdrop of further central government funding cuts (or at best freezes), a cost-of-living crisis and increasing demand for a number of MDDC’s services, the only remaining options available to MDDC are either to reduce service provision or ask for some financial assistance.  MDDC is therefore asking parishes to consider raising their precepts to make donations back to MDDC.

 

The parish council is not in favour of raising the precept and does not like the idea of giving back to MDDC.  It would prefer to help the parish directly.

 
12.       Highways 

12.1    Potholes – Chris Houghton has repaired 12 potholes using the kits provided by Highways.  Clerk will request funding for primer spray and 25% labour.  He will carry on filling in those potholes that are too small/shallow for Highways to repair.

12.2   Mr Blackmore will clear out ditches by Hatchet & Brandy shortly.

17.       Correspondence 

17.1    A dead horse on a footpath has been reported to Mrs Weekes.  Mr Brown offered to investigate.

18.       Items raised by chairman 

18.1    Mrs Weekes suggested a coronation party needs to be organised.  She will advertise on the village website for volunteers to help organise the event.  Mr Bendle will ask Russell & Caroline Bendle if the event might be held in their field adjacent to the Parish Hall.  Volunteers will be asked to attend the next parish council meeting on 9th January to start planning the event.

18.2    Mrs Weekes suggested the pc might consider installing a new parish council noticeboard.  To be carried forward to a future meeting.

19.       Items raised by Councillors

19.1    The Pound.

PROPOSAL:  The Half Moon Inn is granted an annual lease of the Pound for a rent of £50.
